What is the judgment condition for "learning completed" when skip playback is prohibited for the video?

When less than 15 seconds remain, it is judged as "learning completed".

Based on the criteria above, for short videos with a total playback time of 15 seconds or less, the seek bar will be displayed from the start of video playback even if skip playback is disabled.
